A draft by Obsidian Systems and Digital Asset, numbered on 7 October and revised on 9 October, turns the CC locking rules for Super Validators and featured apps into ledger code. It is not yet approved.
Featured App status, which makes an application eligible for Canton Coin app rewards, now depends on locked CC, with a 60-day unlock and 30 days for existing apps to comply.
The Nasdaq-listed Canton Coin treasury company booked $1.50 million in revenue, mostly from locking CC for other network participants, and a net loss of $19.25 million, according to its results release.
Super Validators that lock less earn proportionally reduced weight, unlocks vest over 365 days, and the framework applies to every operator, including Digital Asset and the Foundation.
The proposal text, merged via pull request #250 on 19 October 2026, follows code work in a dedicated Splice repository that adds lock substitutions and a reworked compatibility mode.
